Resumo

This article discusses some aspects of the connections between environmental policy and technological change in manufacturing industries. It presents a brief review of the arguments for and against the command-and-control regulations. economic instruments and voluntary agreements in order to achieve sound environmental performance in these industries. Brazilian public policy places great emphasis on command-and-control regulations. Economic instruments have played a minor role in this policy, and voluntary agreements are practically non-existent. This lack of equilibrium is one important reason why only a few Brazilian companies take a proactive altitude toward environmentally sound technologies.
