Public multinational enterprisesthe case of Latin America and the Caribbean

Resumo

With the purpose of studying the behavior of the multinational public enterprises, the Author tries first to characterize in a descriptive and systematic way the general aspects of the sector, analyzing afterward the factors which would historically explain the forthcoming of such enterprises, and their international action patterns. At a descriptive level the general aspects of the system of the multinational public enterprises are presented in conformity to certain characteristics (juridical aspects, dimension of the system. criteria for the establishment of multinational public enterprises, rational patterns of their behavior, labor relations, external control instruments, taxation, independent action and dividends application) complemented by a list of latin-american MPEs classified by economic sector. The Author stresses some structural and administrative problems that affect MPE management as, for instance: - how to conciliate national and supranational interests; - how much decision power have to be conceded in order to ensure policies accomplishment and management autonomy; - what kind of treatment should be given through training, meetings, and other means in order to promote a real multinational mentality in the MPE and in the employees; - the establishment of adequate labor status fo MPEs workers for avoiding conflicts and improving performance; - the establishment of adequate mechanism for collective bargaining. The adoption, ab initio, of mechanisms for ensuring equitable distribution of costs and benefits among partners is highly desirable.
