Proposta para a descentralização do Concurso Público Federal Unificado

Resumo

This note presents the proposal for the decentralization of the CPFU (Unified Federal Public Service Exam), part of a new model for selecting federal public servants developed by the Ministry of Management and Innovation in Public Services (MGI). The initiative, formulated in response to a request from the National Personnel Management Secretariat to the Instituto de Políticas Públicas e Desenvolvimento Territorial (INPuT) aims to promote equal opportunities in accessing effective public positions in the federal administration. The methodology of the proposal involves the analysis of data related to federal public exams conducted between 2008 and 2023, highlighting the concentration of selection processes in a few locations and their limitations for candidates in distant cities. To achieve the equity objective, four alternative proposals for expanding the number of locations are presented, based on demographic, regional, and territorial criteria. The first proposal introduces regionally differentiated demographic criteria, using the IBGE (Brazilian Institute of Geography and Statistics) REGIC (Cities Regions of Influence) study, resulting in a list of 129 cities. The second proposal incorporates criteria from the IBGE's Divisão Regional do Brasil (Regional Division of Brazil) research, adding 20 cities to the initial proposal. The third proposal refines the selection by excluding already covered cities and including those that contribute more to territorial and population coverage. Finally, the fourth proposal encompasses 180 cities, achieving higher levels of territorial and population coverage. Although acknowledging the limitations in equalizing access conditions, the proposed decentralization seeks to improve opportunities for candidates in different regions of Brazil. The presented analysis highlights indicators of territorial and population coverage, providing tools for online visualization of the proposals. The implementation of CPFU in the selected cities represents a significant step towards expanding access to federal public positions, contributing to the MGI's objectives in reformulating the model for selecting public servants.
