Projetos sociais financiados pela Caixa Econômica Federal entre 2015 e 2019proposta de uma metodologia para gestão

Resumo

The discussion of the social role of companies has been occurring for several decades and. intensified throughout the 20th century, where several authors have sought to analyze the responsibility of organizations from various lenses, such as, for example, the social impact generated by funded projects. One of the business segments studied is banking, which has an indisputable role in maintaining the country's economic stability, especially as it is a sector that has been investing large sums in the area of social responsibility. The present study aims to develop a methodology for social projects for Caixa Econômica Federal, a 100% social State Bank with a large participation in the Brazilian economy, whether in promoting credit, promoting or implementing public policies. From a systematic look at projects financed by the Social Environmental Fund – FSA in the period from 2015 to 2019, three projects were selected with a view to identifying the use of project methodology that would guide their management. In this study, a social project management structure was created based on a framework of project management methods and documentary research and interviews were carried out with the Bank's management and technical staff and technicians from entities executing the projects financed through a script of questions semistructured, where we sought to find out, based on the proposed structure, which management practices were used to manage projects. The results of this study confirm the absence of a social project management methodology capable of guiding activities from project preparation to project closure. Although there are standards and instruments within the institution, these are not summarized in the form of a methodology, which makes it difficult to have a clear view of the actions taken to achieve good project results, whether from an environmental, economic or social perspective. Thus, the main contribution of this research is the proposal of a methodology that brings together the best project management practices, proposes procedures covering the entire life cycle of the project and brings together the guidelines of the main impact assessment methods of social projects present in the Marketplace. This product, in addition to demonstrating alignment with the Bank's context, will enable a new standard of maturity in social project management.
