Projeto Soldado Cidadãouma proposta de redistribuição de recursos

Resumo

This papers analyzes the role of the Brazilian Army in public professional education policies in Brazil through the Citizen Soldier project, which aims to provide professional training for corporals and soldiers that are leaving active service in order to enable them entering into labor market. This study intends to contribute to the improvement of the project by diagnosing opportunities for improvement in the allocation of resources in Brazilian regions, aiming to optimize the project in the most socioeconomically vulnerable places, points to be rethought in order to expand it into the most vulnerable socioeconomic regions of Brazil. This is a matter of great importance since public politics based on education, especially professional, urges for improvements and reallocation at a nacional wide scope to make them more effective and efficient. This paper was possible thanks to a study of case based on quantitative research through GDP analysis over country's regions, performance indicators of the project provided by Defense Ministry, throughout the period between 2014 and 2020, and professional teaching data obtained through Nilo Peçanha plataform - National Goverment. As a result, the study reveals that the Soldado Cidadão project needs to increase the amount of resources destined to fund it in Brazil's Northeast region, either by expanding the available budget or by transferring part of the resources destined for the South region to the Northeast. The project meets the demand for professional education proposed for insertion of young people, leaving the military service, in all regions of the country, however it was verified the need of altering the resource's distribuction policy, on strategic level, destinated to finance the project as the focal point for its optimization.
