Programa Segurança Presentea gestão da segurança pública sob a ótica do New Public Management

Resumo

Purpose - The research purpose to understand the influence of the Programa Segurança Presente on Public Security in the regions where they are implemented, clarifying whether this public policy, built based on New Public Management tools, alters the criminal incidence or the feeling of security in the social environment in which it operates. Methodology - Single case study, Programa Segurança Presente; multiple units of analysis, Operação Centro Presente e Operação Lagoa Presente, the method makes possible to describe the program and assessing the movement of aspects: sense of security and criminal incidence, comparing to periods prior to the beginning of operations. Findings – Programa Segurança Presente has consolidated as a successful public policy, capable of influencing public security by providing a greater sense of security, which goes beyond the regions where it is implemented, but has repercussions in a large part of Rio de Janeiro society, given the representativeness of the neighborhoods where establishes operations and, also, reduce crime in the immediate areas where it develops. Research limitations – The time limitation made it impossible to contemplate other possible units of analysis and the possible variations in the influence of the program in other socioeconomic contexts. Furthermore, in the course of the research, the program expanded to many operations almost 05 [five] times. The bipartite police model limits the comparison with results of research carried out across national borders. Practical contributions – Contribute to the improvement of the public policy. Social contributions – To scientifically support the decisions of managers regarding the extension of public policy, based on the results obtained in the reflection and integration of theoretical and academic discussions about the program, the view of managers and operators, and also social expectations. Originality – The Programa Segurança Presente proved to be a unique, revealing, little-known case, studies on public security do not address how much the management tools are capable of modernizing this activity, to make it more agile and dynamic, grant greater performance and visibility, and also, if the result of the association of these factors, effectively, to reduce crime.
