Programa Calha Norteguardião das fronteiras amazônicas e tentativa de implantação de uma política pública de desenvolvimento

Resumo

Purpose – The main purpose of this paper work was to analyze the reasons that justified the creation of Calha Norte and the evolution and effectiveness of the Program as a public policy. Design/Methodology - The methodology adopted consisted of a mixed approach: qualitative (bibliographical, documentary and normative research in order to seek theoretical references)
 and quantitative, as a way of inferring about the evolution and effectiveness of the Program. It should be noted that this work has an inductive character because, in view of the variety and complexity of the theme, different and complementary hypotheses emerged during the
 course of this research. Findings – Initially, a return to the origins and foundations of the Calha Norte Program was carried out. Then, the evolution and maturity of the Program were analyzed, which was seen as an important instrument in the formation and consolidation of a coalition government - by allocating resources to the region's electoral strongholds in search of congressional support for the Executive's agenda. As for budgetary aspects: there are marked differences both in amounts committed to the civil and military components (favorable to the civilian element) and in execution (settlement and payment of these expenses) – more efficient in the military. With regard to the military presence in the region, it was identified that it grew as predicted in the highest Defense documents of the country, but they are still below the importance thought for the region. Regarding the evaluation of public policy: the PCN has problems with its strategic guidelines, but it was not evaluated in order to measure its impact on society. Practical implications - Despite the commitment of the civilian budget to be much higher than that of the military budget, both its financial execution (settlement and payment) and the constitutional aspects of imposition of amendments that pervade it are strongly used by the President in the political game of formation and consolidation of a coalition government, leaving the theme researcher to differentiate the stages of execution of the expenditure in order to actually observe the functioning of the Program. The growth of the military presence in the Amazon has been relevant since the creation of the Program, but it raises scenarios and hypotheses for relocation and better distribution of the contingent stationed in other military regions.
