Pressupostos institucionais para a efetividade da teoria da massa crítica no Brasil

Resumo

The article aims to discuss the effectiveness of critical mass hypothesis in the Brazilian Chamber of Deputies. First, it considers the barriers to women political participation, the persistence of social gender roles in political culture, the positive and negative effects of the electoral and party system for political participation and the theoretical assumptions of descriptive and substantive representation are analyzed. Then, the theoretical bases of the critical mass hypothesis are analyzed in order to identify this theory expectation for the increase of women political participation. Finally, it considers those possible outcomes in light of Brazilian Chamber of Deputies regulation in order to identify institutional constrains to female deputies political action even if they represent 30% of the Parliament.
