Resumo

This dissertation analyzes the effectiveness of cultural public policies in contemporary Brazil, with an emphasis on gender equity, sustainability, and the creative economy, based on the role of cultural agents as street-level bureaucrats. Structured in three interconnected parts, the research articulates complementary empirical approaches: the analysis of the Culture Support Fund of the Federal District (FAC-DF), the implementation of the Aldir Blanc Law at national and local levels, and data on the creative economy in the context of the United Nations Sustainable Development Goals (SDGs). The qualitative methodology, grounded in document analysis and secondary data, reveals both the potential and the limitations of cultural policies in their everyday implementation. Based on the understanding of culture as a fundamental right and a living social practice, the study reaffirms the urgency of public policies that are sensitive to historical inequalities, to the diversity of languages and territories, and to the protagonism of cultural agents who sustain the cultural fabric of Brazil, both in the margins and in the centers.
