Resumo
This dissertation aims to investigate the implementation of the Morar Bem Program in the Administrative Region of Riacho Fundo II, focusing on the perception of its beneficiaries. The central question of the study is: “What is the perception of the beneficiaries about the Morar Bem Program in the Administrative Region of Riacho Fundo II?”, and the specific question of the study is “to what extent can the perception of the beneficiaries be understood by taking as a parameter the United Nations definition of adequate housing”? In the first chapter, the concept of Dignified Housing is discussed as a Brazilian Constitutional right and according to the criteria established by the United Nations, as well as the definition by the Committee on Economic, Social and Cultural Rights (CESCR) of the parameters of adequate housing. Also in this first chapter, a brief summary of the main existing research on the satisfaction and/or perception of beneficiaries of the Minha Casa Minha Vida Program is provided. The second chapter offers a contextualization of the Housing Policy in the Federal District, exploring its historical evolution, main policies, and programs implemented over the years. In this chapter, the aim is to understand the scenario in which the Morar Bem Program was developed. The third chapter is dedicated to the Morar Bem Program, detailing its inception, objectives, structure, and main achievements. The fourth chapter presents a detailed study of the Riacho Fundo II region, including socioeconomic, demographic, and urban aspects, essential for understanding why the Morar Bem Program was implemented in the locality, as well as understanding the specific needs of the local population. The fifth chapter describes the methodology used for the case study, which includes field research and interviews with 21 families benefiting from the Morar Bem Program in the region, as well as interviews with qualified informants. The sixth and final chapter provides the final considerations and conclusion of the research, presenting an evaluation of the beneficiaries' perception of the program, suggesting that a more effective and inclusive housing policy should consider the beneficiaries' suggestions and align the program's actions with the UN's Adequate Housing criteria.
