Participação cidadã na formulação e implementação de equipamentos públicos em territórios vulneráveisum guia de disseminação com base na experiência do Compaz Governador Eduardo Campos

Resumo

This paper aims to understand the formulation and implementation of public equipments in vulnerable territories by citizen participation. The case study chosen was the Centro Comunitário da Paz (Compaz) Governador Eduardo Campos, located in Alto Santa Terezinha, in Recife, a suburb of the city with high rates of public insecurity and in hills far from the center. The objective of this study is to produce a guide to citizen participation in the formulation and implementation of public services in vulnerable locations that can be disseminated not only by the Recife Municipal Secretariat for Citizen Security (SESEC), but by other municipalities and managers from the most diverse areas and communities. Thereunto, bibliographic research on vulnerability and collaboration in urban territories and citizen participation is carried out. Also, gathered materials from SESEC are examined, and interviews with the Secretariat, Compaz employees and residents from the surroundings of the equipment are conducted. The experience of the interviewed is organized in a board to assess positive and negative points of this participation in the elaboration and implementation of the Governador Eduardo Campos Compaz. for the creation of the dissemination guide.
