Resumo

This work analyzes the sacio-territorial impacts of the Porto Maravilha Consortiated Urban Operation (OUC), in Rio de Janeiro, from the perspective of urban justice. The objective is to understand how the arrangement of Public-Private Partnerships (PPPs) and the financing model via Certificates of Additional Construction Potential (CEPACs) regulate the territory. Using a qualitative methodology, criticai Marxist theoretical framework, and discourse analysis, the research investigates the tension between the public interest and market logic. The results reveal that the operation prioritized real estate valuation and financialization, resulting in gentrification processes. Furthermore, it highlights a criticai non-compliance with social goals given that, since 2010, 10,000 social interest units still remain as a promise. Thus, the project subordinates the right to the city to the profitability of capital, deepening socio-spatial segregation in the port region.
