Parceria de Governo com organismo multilateral em perspectivao caso do Programa Visão Alagoas 2030

Resumo

Purpose: To describe and analyze the main aspects and outcomes of the Visão Alagoas 2030 Program, a partnership between the Government of the State of Alagoas and the multilateral organization UN-Habitat. Methodology: This research encompasses both qualitative and quantitative dimensions, employing the case study as the methodological strategy, based on documentary analysis and numerical data analysis. The analyses are grounded in a detailed review of official documents produced by UN-Habitat and the Government of the State of Alagoas, in addition to secondary data, thus enabling a comprehensive understanding of the Visão Alagoas 2030 Program and its results for the state of Alagoas. Findings: Over the course of six years, the Visão Alagoas 2030 Program consolidated technical cooperation between the Government of Alagoas and UN-Habitat, strengthening public policies, institutional capacities, and the production of unprecedented data on territories and vulnerable populations. The governance model established positioned the state government as the institutional leader and the UN agency as the technical leader, which enabled progress in areas such as tourism and public security, although challenges persist in housing and sanitation. Moreover, there remains a need to internalize innovative methodologies for data collection and analysis in order to avoid external dependence and ensure evidence-based urban management. The outcomes achieved provide relevant insights to other subnational entities interested in adopting similar models of international cooperation. Research limitations: The analyses were conducted based on public data and reports, and are therefore subject to limitations related to access to internal information. Finally, the medium- and long-term effects of the Program exceed the temporal scope of this study. Practical relevance: This study provides practical guidance for public managers in the implementation of international technical cooperation initiatives at the subnational level and contributes to the academic literature by analyzing the outputs and results of the Visão Alagoas 2030 Program. Practical and social contributions: The study contributes to the academic and political debate on technical cooperation between subnational entities and multilateral organizations, with a focus on evidence-based public policies and governance. Furthermore, it offers reflections on the challenges faced by the Government of Alagoas and the lessons learned from technical cooperation, which may serve as a reference for similar partnerships to be developed in the future. Originality: This research provides, for the first time, a critical analysis of the outputs and results of the Visão Alagoas 2030 Program in the state of Alagoas, assessing its potential impacts on socioeconomic, housing, and infrastructure indicators.
