Resumo

This study is dedicated to explaining the underlying political economy in data infrastructures within the public sector, and explores how the data flows occurring within them are intertwined with sociopolitical, economic, normative, and technical-institutional factors. The developed theoretical model was applied to the practical case of São Paulo’s public transportation card’s digital infrastructure, known as “Bilhete Único,”, which aggregates information from approximately 15 million individuals and generates tens of millions of records daily regarding population movements. Through the lens of the political economy of data, the study reconstructs data trajectories throughout their “journeys”, identifying conflicting situations, divergent interests, and the various actors involved in their operation and management. In conclusion, a framework for “democratic data governance” is proposed, aiming to establish fairer and more transparent flows, guided by the public value that data can generate.
