Resumo

This work analyzes the intersection between internal control mechanisms—the Ombudsman (Ouvidoria), the Whistleblowing Channel, and the Integrity Program—and their effectiveness in tackling institutional harassment within the Brazilian public service context. Recognizing the destructive impact of moral and sexual harassment on organizational health and governance, this study focuses on the experience of the São Paulo Municipal Ombudsman’s Office (OGM/SP). The main objective is to verify how the systemic and coordinated action of these three pillars can maximize the prevention, detection, and correction of harassing practices, transforming complaints into an essential input for continuous improvement of the organizational culture. The research adopts a quali-quantitative approach, with a descriptive and explanatory design, primarily supported by documentary and bibliographic analysis. The study examined municipal normative frameworks (such as Laws nº 13.288/2002 and nº 16.488/2016) and analyzed OGM/SP performance data, which registered 1020 protocols for moral harassment and 391 for sexual harassment between 2019 and 2024. The findings confirm that the OGM/SP has consolidated its position as a pillar of municipal integrity, strengthened by its integration into the Municipal Comptroller General’s Office (CGM). This structure ensures swift flows for disciplinary investigation and the systematic production of data for evidence-based governance. However, critical analysis reveals structural challenges that limit the system's full effectiveness, particularly the persistent underreporting by victims, driven by the fear of retaliation and the low disciplinary accountability in complex cases. This tension between rigorous standards and uneven enforcement reinforces the diagnosis that the efficacy of integrity policy depends on overcoming cultural barriers and ensuring material protection, not just formal guarantees. In conclusion, the dissertation synthesizes the theoretical contributions and culminates in the proposal of a Specialized Institutional Harassment Whistleblowing Channel. This hybrid mechanism aims to deepen the Ombudsman’s operational autonomy and ensure robust protection protocols and swift accountability, transforming the municipal system into a national reference for combating this systemic violation of dignity in public service.
