Resumo
This dissertation arose from the author's work in the Education Development Arrangement , called ADERA, located in Maranhão and which has intersectorality as an important strategy as a differential. The objective is to understand the concrete elements, benefits and challenges of this work, considering that the organization by Education Development Arrangement is already something known by the Municipal Secretariats in different Brazilian locations and since Bill 2.417/2011 its relevance has been recognized. However, intersectoral work with other secretariats such as Social Assistance, Health, Sports and others is still little discussed as a public policy, but it is already experienced in other contexts and has been increasingly valued in this federal administration in the period 2023-2026. The methodology of this dissertation adopts theoretical and practical approaches with direct action and observation in the territory of Maranhão, having as sources both academic research, available literature and interviews with specialists. The following partners were also considered: the Açaizais Region Education Development Scheme (ADERA), supported by the Suzano Education Program (PSE), through partner institutions: Cidade Aprendiz and Roda Educativa (formerly CE CEDAC). The selection of the ADERA scheme, located in Maranhão, is based on the experience acquired in this region in promoting intersectoral collaboration since 2021 between the different Municipal Departments of Education, Health and Social Assistance. The suggestions presented at the end aim to achieve the following objectives: to foster joint action between the different sectors in education policies, to encourage more schemes throughout Brazil to benefit from this intersectoral action and, above all, to ensure that more people become aware of this intermunicipal collaboration mechanism.
