Organization and administration of public entitiespolitical, economic and social aspects of an emerging paradigm

Resumo

Assuming that teachers and researchers on public administration have not been aware of ideological fallacies in the conceptual paradigm adopted by the science of organization, this article probes into the theoretical grounds and conceptual tenets of our present organizational and bureaucratic framework, and concludes that: a) formal organizations ended by assuming the character of a model for the arrangement of human existence; b) public administration has been seen from the standpoint of a conceptual matrix which results from the prevailing market ideology. It also studies the basic points around which a new paradigm for organizing and managing public entities is being built. This paradigm is based on the theory of social systems delimitation. This new insight may become an effective tool for properly establishing the ordainment of man’s life in a society and for a new definition of public administration.
