Resumo

Objective – Analyze the role of open innovation in OGP Brazil, identifying limits, challenges and potential for promoting the democratization of development and access to technology to solve public challenges in light of Andrew Feenberg's Critical Theory of Technology. Methodology – Single case study, qualitative with an instrumental nature, using a semi-structured questionnaire, with data processing using the content analysis method, in order to codify ideas presented in interviews with researchers, public managers and professionals who participated in the formulation and/or implementation of OGP Brazil or the Open Government policy, also using triangulation with secondary data and analysis of documentation, especially the OGP Brazil Action Plans. Results – Using the Critical Theory of Technology, the power relations that delimited and constrained the open government agenda in Brazil were evaluated, evaluating the contributions of OGP Brasil to democratic rationalization. Furthermore, the challenges and opportunities for the democratization of access and technological production were raised to respond to the public demands of Brazilian society based on the OGP Brazil agenda. Limitations – Due to the nature of the study, the understanding of the phenomenon is limited to the specificities of OGP Brazil, and there is no room for generalizations to other cases. Applicability of the work – From an academic point of view, understanding technological governance and citizen participation in the context of the Brazilian OGP program from the perspective of the Critical Theory of Technology can be of great relevance due to the limited scope of research in relation to this approach in Brazil. From the point of view of practical validity and governance, an external view of the democratization of open innovation can bring important elements about challenges and opportunities for the OGP Brazil association.
