Resumo

Purpose - This research sought to investigate whether the digital transformation in public administration, in the last ten years, has used the potential of artificial intelligence (AI) to maximize the generation of public value in the context of public governance. Design/Methodology - The research was based on a systematic mapping review of the literature to analyze articles in the field of public administration on the subject, in the database of Web of Science (WoS). For critical evaluation of the results, content analysis was performed, supported by the script proposed by Vergara (2015). Findings - The results indicate that most articles that relate AI and public administration do not directly address public governance. However, they point to a growing discussion about the need for regulation and greater transparency related to the AI decision-making process, topics already widely discussed in the area of public administration to provide legitimacy to state action. Research limitations - The research did not delve into issues related to the impact of the use of AI on society, in each article, due to the chosen methodology. Practical implications - The results of the research can support public managers in decision-making about the use of AI in administration, in addition to serving as a starting point for new research that uses new approaches of the need to align digital transformation (DT) initiatives in public administration with the generation of public value. Social implications - The investigation concluded that to maximize the generation of public value with the use of AI by public administration, it is important to prevent researchers and managers from distancing themselves from discussions about the State's public governance when addressing technological issues. Originality - The originality of this work lies in proposing an integrated analysis of DT processes in public administration, especially those that make massive use of new information and communication technologies (ICT), such as AI, with the form of organization and and action of the State under the Public Governance paradigm, in order to minimize or avoid potential negative impacts on state activity.
