Resumo

We conducted a study on extreme poverty in Brazil using data from the “Cadastro Único” (a set of data on Brazilian families living in poverty and extreme poverty) of 2012 and 2016. We considered the situation of poverty prior to the receipt of income transfer programs, such as Programa Bolsa Família (PBF) and Brasil sem Miséria (BSM), for our analysis. In order to only select extremely poor families, we used the per capita family income reported in the “Cadastro Único”. This study aimed at investigating which factors most increase the probability of families overcoming extreme poverty. For this, the analysis was conducted in three stages: the first consisted in creating a profile of the socioeconomic situation of these families in December 2012. Furthermore, the main changes that families underwent during this period were verified. Finally, a logistic regression was performed to identify which variables (factors) increase the probability of families overcoming poverty. Extreme poverty overcoming was identified by comparing per capita family income at the initial and final moments. The findings indicate that extreme poverty in Brazil, considering family income before government transfers, does not seem to be a phenomenon which could be easily solved in the short-term. The variables most contributing to escape from this situation (region of residence, presence of an elderly person in the family, high schooling, and formal employment) are either external to the individual, rare or difficult to change in the short-term. The presence of an elderly person in the family is a variable that cannot be controlled or created, depending only on the passage of time, as well as adult education, a variable that cannot be changed in the short-term. Finally, access to formal employment depends on both the individual and the quality of jobs offered.
