Resumo
Public toilets in urban environments are a complex theme for public managers of big cities. Often, the theme does not enter the agenda of government priorities because there is no specific responsible to implement and take care of the equipments (e.g. District offices, Housing and Urban Planning, Human Rights) or even because it is a subject that does not bring much popularity (usually linked to demands from homeless population and/or high investments for its proper conservation and maintenance). In this work, we will explain some aspects that reinforce that public toilets deserve to be seen as a priority by the municipal government, illustrating the case in the context of the city of São Paulo, with more than 12 million inhabitants. For decades, the municipality of São Paulo has debated the complex topic of public toilets. Numerous public managers and previous mayors sought alternatives to solve the problem, however, we continue without a concrete solution. The former administration of Mayor João Dória, faced with the situation, launched in 2017 prototypes of public toilets to temporarily test the model in public squares, through donations from companies. In addition, a public bid was published in 2018 providing for the implementation of up to five hundred fixed public toilets and up to one hundred mobile public toilets in the city. In return for this investment, the winning company could exploit advertising. However, justice suspended the public bid during the current Covas management and there are no news of continuity of the project or of other attempts. This teaching case can be applied in courses of Public Administration, Urban Planning, Urbanism, Urban Sociology and Administrative Law.
