O papel dos burocratas na implementação de políticas públicas de igualdade racial no Brasiluma análise dos planos plurianuais e orçamentos federais de 2003 a 2015

Resumo

In the study on racial inequalities in Brazil and the implementation of public policies for racial equality, a qualitative approach was adopted, with documentary analysis of the Multi-Year Plans (PPAs) and federal budgets between 2003 and 2015, using methods of historical and critical analysis. The investigation focused on revealing the inclusion strategies developed during the period, considering the role of bureaucrats in the creation and implementation of racial equality policies and the institutional response to the demands of the black movement. The strategies adopted by the Secretariat for Policies to Promote Racial Equality (SEPPIR) and other affirmative action initiatives, such as racial quotas in higher education, were analyzed in order to observe the advances and setbacks in confronting institutional racism. The results show that, although important policies have been created and implemented, the state bureaucracy, dominated by a white and conservative representation, has historically limited the effectiveness of these actions. This bureaucratic resistance not only impacted the implementation of policies, but also revealed a state structure that tends to preserve racial inequalities. Thus, the research concludes that racial representation in public administration and the strengthening of budgetary control mechanisms with a focus on racial equality are essential for the effectiveness of these policies.
