Resumo

This article analyzes the National Water Security Plan (PNSH), launched on April 11, 2019 by the Ministry of Regional Development (MDR), prepared in conjunction with the National Water Agency (ANA). The PNSH was created with the aim of organizing the sector and the State's role in promoting water infrastructure. The article conceptualizes the PNSH, emphasizing the importance of implementing the universalization of the water supply service in Brazil, mainly in the Northeast Region and in the state of Ceará, emphasizing the need for planning and implementing Water Security in the country to successfully achieve the objective universalization of the water supply service. The original information in the article consists of the identification of the critical water situation in the Northeast Region, mainly in the state of Ceará. The PNSH does not only address the situation in the Northeast Region, it depicts water security planning for the entire country. Based on PNSH information, the article identifies and focuses on the water fragility of the Northeast, and Ceará, and on the identification of the priority given by the current Federal Government in the actions necessary to mitigate the problem, as this has always existed and the actions of governments previous ones have always been palliative and not resolving.
