Resumo

This thesis aims to understand what the labor policies were and how they were implemented, especially in the educational and welfare areas, and how repressive actions contributed to their implementation in the early dictatorship’s years, between the Castelo Branco and Médici governments. Here, this group of public policies will be called novo trabalhismo (new labor). The Ministry of Labor was the main articulator of these repressive policies and, while its ministers may not have been their formulators, they played a key role in their negotiation and feasibility with other ministries, with unions and with the international community, especially with the International Labour Organization. New Labor was the public labor policy elaborated by the military dictatorship, especially between 1964 and 1974, and aimed to 'enlarge' unions’ attributions and make them partners with the government in the promotion of investment projects and programs in the social sectors of indirect productivity. To achieve this end, there had to be a purge of union leaders, control of board elections, and the creation of legislation on violations of freedom of association.
