Arranjos institucionais federativoso papel do Registro de Preços Nacional – RPN na implementação do Programa Caminho da Escola

Resumo

The present work focus on the discussion of the use of federative institutional arrangements for the implementation of national public policies in Brazil, bearing in mind the complex phenomenon of municipalization of these policies’ execution, beginning with the Federal Constitution of 1988. The object of analysis is the arrangement called Registro de Preços Nacional- RPN (National Price Register), created by the Fundo Nacional de Desenvolvimento da Educação – FNDE (National Fund for Education Development) in 2007 to attend to the Program Caminho da Escola (Path to the School). This research supports itself on literature concerning federalism, public policy, State capacities and institutional arrangements to perform a case study that verifies the role of RPN in the implementation of the referred program. By means of semi-structured interviews with the agency’s managers and of the analysis of documents, this research identifies the characterizing elements of the arrangements. The overcoming of difficulties originating from the low State capacities, characteristic of most of the federated role players, is analyzed by data crossing of the municipal adhesion to RPN/Caminho da Escola data with data from the Research on Municipal Basic Information – MUNIC. In the end, it is perceived that the model of shared management of RPN in the Caminho da Escola Program has succeeded in the expanding of the federative coordination and in the promotion of cooperative federalism, working as an example for the structuring of new institutional arrangements which facilitate a joint action of several levels of the government by means of the intertwining of responsibilities.
