Resumo

The objective of this dissertation is to describe and analyze the actions of the federal government (Ministry of Education – MEC) in a context of decentralization of social policies. The main argument is that a new role – the one of coordinator – was developed by the federal entity, which also established a dialogue with states and municipalities. To verify this question, our objects of study are the teacher training programs developed by MEC, which is addressed to those who are already following the profession. The focuses are on the process of formulation and implementation, in which we discuss the design of the programs, their internal dynamics and the way they operate. To comprehend the actions of this period, we contextualize the educational sector within the federal question, once it involves the relationship between MEC and subnational governments. And also because the Brazilian elementary education is, traditionally, a service under responsibility of states and municipalities. The federative structure and the way in which its components interacts influence directly in the development of social policies. This work verifies in which ways the strategy of the central government in acting in the coordination, induction, control, and evaluation of decentralized programs has influenced the design of teacher’s training programs. It analyses the double challenge of the federal government: to formulate nationwide programs that, at the same time, have flexibility to be adapted to the specific conditions of states and municipalities that constitute the Brazilian federative pact.
