O kitesurf em Cumbucodiagnóstico e elaboração de um plano de turismo sustentável

Resumo

This work examines the dynamics of kitesurfing tourism in the neighborhood of Cumbuco, located in the city of Caucaia (CE), focusing on its social, economic, and environmental impacts, as well as on the forms of governance arrangements with the use of the territory. The research adopts a qualitative approach, based on semi-structured interviews conducted with members of the host community who benefit directly or indirectly from tourism activity. Data analysis is grounded in the interpretation of findings from in-depth interviews and Critical Discourse Analysis, enabling an understanding of how different narratives construct meanings around tourism and its implications for the community. The results reveal an ambivalence in the perception of tourism: while it is recognized as the main source of income and economic development, it is also associated with processes of sociocultural transformation, increasing pressure on common-pool resources, and inequalities between residents and visitors. The research highlights opportunities for improving local governance mechanisms, especially in relation to community participation and the regulation of the use of shared spaces, such as the beach area and zones designated for kitesurfing. As an applied contribution, a sustainable tourism plan is proposed, with guidelines aimed at enhancing tourism outcomes for the broader community, with an emphasis on participatory governance, territorial planning, and the valorization of local identity.
