Resumo
Purpose: This paper aims to investigate the impact of the changes resulting from the digital transformation, implemented by the Justice System, at the Regional Office of the Union Attorney General in the 1st Region (Procuradoria-Regional da União da 1ª Região - PRU1).
Thus, the research explores the productivity and performance of the Federal Justice in the 1st Region, the deterritorialization model adopted by the Office of the Union Attorney General (Procuradoria-Geral da União - PGU), the new architecture of PRU1 and its performance, the number of Union Attorneys assigned to this Regional Office and, in particular, what were the implications of this scenario for PRU1 and the Union Attorneys. Methodology: This study has both a qualitative approach. In the first stage of the research, secondary data was collected from the PGU, the PRU1 and the National Council of Justice
(Conselho Nacional de Justiça - CNJ), making it possible to understand organizational and productive matters at both the Federal Courts and the PRU1. In the second stage, the qualitative analysis consisted of semi-structured interviews with Union Attorneys from PRU1. In all, nine attorneys working in different bureaus were interviewed. The data obtained was compared with the information gathered in the first stage, highlighting the points of the statements, which were separated by similarity into four categories: acceptance of the model, attorneys dimensioning
and workload, risk of compromising the quality of work, and chronic stressful environment. Delimitations: The study is restricted to the occurrences that have been observed in the Regional Office of the Union Attorney General in the 1st Region, an organ that is part of the Office of the Union Attorney General, and to the Union Attorneys with a position in this Regional Office. In addition, the virtualization of the Justice System covered the Regional
Federal Court in the 1st Region (Tribunal Regional Federal da 1ª Região - TRF1). Limitations: As for data collection from PRU1, PGU, and CNJ, the aim was to check the
longest possible period before and after the adoption of the deterritorialized model in October 2020. As such, the data research starts in 2017 or, when not existent, in the year available, and ends up to the last update done. Another limitation refers to the number of participants. It was decided to conduct interviews until the exhaustion of responses was reached. Findings: It was observed that the Justice System has sped up the adoption of technological
tools to become a digital justice system, which has allowed it to improve productivity and celerity. Consequently, there has been a constant and significant increase in the workload of the PRU1 Union Attorneys. As a response, PGU has created a deterritorialized model for its operations. However, the success of this system can be severely compromised by the shortage of Union Attorneys at PRU1. Moreover, it has been found that this context of excessive work has contributed to the emergence of a work environment of continuous and prolonged stress,
making attorneys more susceptible to work-related illnesses. Practical contributions: PGU and PRU1 can benefit from the discussions raised in the research to improve the deterritorialization process. Contributions to society: The research contributes to society insofar as it studies whether the organizational arrangements of the Office of the Union Solicitor General (Advocacia Geral da União - AGU), arising from the adoption of new technologies, have led to gains in efficiency in the provision of public service, and whether it has guaranteed the well-being of public servants.
Originality: The literature and studies on Public Administration, Public Attorneyship, and administrative reorganization with the addition of new technological means have not pointed to the existence of studies that have specifically addressed Union Attorneys from the PRU1. Therefore, this research is original.
