O efeito da burocracia no desempenho escolaro caso do Centro Paula Souza

Resumo

The education is one of the most efficient mechanisms of correction of the social economic inequality, in several contexts. For this reason, educational research in Brazil, and around the world, has been done in order to understand which instruments are capable to promote the high quality education. A lot of studies in the educational research, as proposed by the Law of Guideline and Bases of Education (LDB), have been mainly focus on the evaluation of the educational results from the essential inputs to development of the teaching-learning process, especially in the search of the associated factors of the academic performance. However, in this study, instead of keeping the focus just on the available inputs from the school, it is analyzed the different behavior of the school principal in terms of management of the resources and methodologies of education that aim to improve the students development. In the context where the educational reforms are growing and the mechanisms of evaluation are centralized, the role of the principal showed to be crucial to the comprehension of the objectives and goals proposed to schools and the following of the implementation of the policies. Therefore, the role of the principal as mid-level bureaucracy is mainly to be the interface between design and implementation of the public policy. Furthermore, the principal tends to adapt its actions to the context of school, in order to pursue and guarantee the best learning for the students based on available educational inputs.
