O cluster aeroespacial brasileiro e sua inserção no mercado globalfatores determinantes de crescimento

Resumo

The export capacity of companies in the Brazilian aeronautical cluster will be the focal point of this Applied Work, with its difficulties and strengths being used as factors of this assessment. Data from the Ministry of Industry and Commerce show that Brazil had 2% of the total volume of exports in aviation, or in values accumulated in the last decade in the order of US $ 27BI. In addition, this sector brings an industrial matrix that requires more sophisticated expertise in terms of labor, with more interesting remuneration in relation to the average, etc. The relevance of this Applied Work is justified by the simple fact that the Brazilian aeronautical cluster has faced great competition from recent entrants on the world stage, more specifically, South Korea, China and India. Sao Jose dos Campos region, through the Brazilian Aerospace Cluster, in partnership with the Brazilian Export and Investment Promotion Agency (Apex-Brasil), has made a great effort to develop the export capacity of its members in recent years. There is an evident potential for exports in this segment and region, which, in turn, encounters major obstacles to develop, when evaluating issues such as logistics, encouraging research and technological development, access to competitive credit lines, ease of doing business in the country (bureaucracy), etc. The Brazilian economic scenario of the last decade has proved to be quite arid for the local industry. IBGE data show a constant drop in the participation of industry in the Brazilian GDP. The share of the manufacturing industry fell from 16.8% of GDP in 1995 to 11.2% in 2019. This phenomenon is also observed in several other countries, whose labor value is much higher than in Brazil. Therefore, the research problem of this Applied Work will be, using the Porter's Diamond model, to explore the strengths and weaknesses of the local cluster when compared to its foreign competitors. For this purpose, interviews were conducted with agents of this cluster. As a result, it is expected to assess what are the perspectives of the cluster and what are its limitations. Although the concepts discussed here have been known for a long time, it is hoped that it can serve as a source of consultation and additional technical support for this market, bringing a contribution so that the companies participating in the cluster benefit from a systematic view on the topic.
