Resumo

This project intends to analyze the current situations of the practices of international cooperation between the five member countries of BRICS, and to question if this cooperation has truly taken place, or if it is simply a series international documents, without a definitive institutionalization so far. There will be an evaluation of the long term results of the implementation of the Action Plan for Agricultural Cooperation 2012-2016, approved by the BRICS members after the realization of their Second Summit, in 2011. The deal predicts strategies for the institutionalization of international cooperation, with the objective of strengthening agricultural productivity and eradicating any food insecurity affecting the populations of the five developing countries, aiming for, as an example, technological developments that adapt crops to climate change, and the creation of systems for the sharing of agricultural information. This work will evaluate the background context for the elaboration of the Action Plan 2012-2016, and also the level of effectiveness of the initiatives written on it, that its, if they increased the agricultural productivity among the four countries consistently, and if this increase can be attributed to the activities of international cooperation implemented by them. Finally, the Chinese influence on the institutionalization of the objectives predicted in the deal will be evaluated, testing the hypothesis that, due to the bigger economic power of China when compared to Brazil, India, Russia and South Africa, the implementation of the objectives predicted in the Action Plan 2012-2016 is depends on the presence of political and economical intestates from China. Therefore, would the BRICS be simply a Chinese power project, and thus barred from exercising true international cooperation?
