O Ajuste fiscal de 1999/2000

Resumo

This paper deals with the situation of the central government and discusses the possible features of the fiscal adjustment that should be implemented by the government taking office in Brazil in 1999. Special emphasis is given to the worsening of the recent primary result of the central government, related to the fall in important revenues and the increase in expenditures. The operational deficit of the central government in 1997 — 1.5% of GDP, which is far from being a good result — has been restrained through the action of short-term factors, such as CPMF revenues and the Fiscal Stabilization Fund. Based on this analysis, a set of fiscal scenarios and their respective outcomes is presented. The conclusion is that the next government will need to adopt a mix of expenditure cuts and tax increases. If this does not occur, the operational deficit of the central government will likely increase in 1999.
