Novos Líderes Militares? A cultura como alvo na segurança humana

Resumo

This work consists of an ethnography of documents. A semiotic analysis interpreted the category of “military leadership” in relation to the performance of a corporate role by the Brazilian Army (EB) military personnel in the production of human security in the Amazon region. The object is composed of a selection of military works for the completion of postgraduate studies (specialization and master's degrees) in Military Sciences (CM) at the Army Command and General Staff School (ECEME). The hypothesis put forward is that a process of Force Transformation was consolidated within a business-military nexus, which shaped historically constructed frameworks of threat and opportunity perception and guided a new “political-strategic” vision of the Force to view the defense of the Amazon as part of an “autonomist” project. This resulted in the indexation of national meanings to the original internationalist standard of human security, in a reinterpretation of the pillars and ethical imperative of this concept. In the new framework, the conquest of civilian hearts and minds was privileged, and action on the Human Terrain (HT) designated groups of opinion makers as vectors to influence public opinion in favor of the Autonomist Project.
