Modelagem organizacional, gestão administrativa e de procedimentos judiciais de cartório cível

Resumo

The present dissertation offers a proposal of organizational modeling in the civil registries with a descriptive and instrumental strategic plan starting from an analysis of the present problem of the justice, concerning to the efficiency and effectiveness of the jurisdictional rendering. Such proposal aggregated the accomplishment of procedures management in the civil registries with analysis of the dynamic reality, including the adoption of appropriate administrative models to the frequent social changes. The proposed management embodies the identification of the impact of the organizations on the individual and on the society, the structuring process and modeling of the organizations and a structural readjust to optimize the service rendered at the civil registries, creating a repetitive and standardized work routine in that all the employees are responsible for the development and for the agility in the jurisdictional rendering. Like this, this work exemplifies and supplies the theoretical basis to develop a manual for the magistrate, the clerk and other employees in the registry, and contains juridical concepts of some institutes and legal procedure terms, as well as flowcharts and models of administrative acts of the registry main activities, with the intention of provide the elaboration of strategical plans, collaborating for the reduction of the time of the jurisdictional rendering. Finally, in the Enclosure 3, as one of the products generated by the research, it is suggested a Manual of Implantation of Strategic Plans for Civil Registry.
