Resumo

The principle of efficiency in public administration requires governmental agencies to maximize productivity while ensuring the delivery of high-quality public services. In this context, Business Process Management (BPM) methodologies have increasingly been recognized as relevant instruments for innovation and organizational improvement in the public sector. This study aims to apply the Business Process Model and Notation (BPMN) methodology at the Instituto Água e Terra in order to map, analyze, and standardize processes related to environmental licensing. A qualitative case study was conducted through data triangulation involving unstructured interviews with public officials, document analysis, and consultation of procedural records available in the eProtocolo system. The study identified two macroprocesses and three operational processes associated with environmental authorization issuance, report analysis, and authorization renewal or extension procedures. Process modeling revealed bottlenecks related to procedural redundancy, fragmented information flows, and the absence of standardized routines. The implemented improvements included the elimination of intermediary stages, process centralization, and workflow automation, resulting in greater traceability, increased transparency, and enhanced administrative efficiency. The findings demonstrate the potential of BPMN to strengthen procedural standardization and governance within environmental public administration.
