Resumo

This thesis was born from the suspicion that the concepts of child and adolescent, at least from the perspectives of judicial and executive practices, are not clear and unequivocal. This is because, in addition to the age limit, there does not seem to be a consensus on the boundaries of childhood and adolescence, how much the adoption of certain behaviours by children and adolescents interferes with this definition and, consequently, what would justify their special protection. When we speak specifically of the female experience, the modern ideal of a pure, innocent and vulnerable childhood ends up becoming the basic criterion for recognizing or denying girls as individuals who are entitled to the full protection established by the Statute of Children and Adolescents (Federal Law No. 8,069/1990). Therefore, I sought to understand how different views of female childhood and adolescence are strained in the care and protection provided to girls who are pregnant, mothers and/or wives by organizations and institutions that make up the policy of providing care for the rights of children and adolescents. To this end, using the sociological paradigm and research method of the institutional ethnography, I examined the performance of the protection network of the Sé subprefecture, in the city of São Paulo, in the face of cases of child pregnancy and/or child marriage. Adopting the standpoint of the girls who attended the group for teenage mothers of an association that has been operating in the region for decades, as well as the employees who accompanied them, this thesis identifies a series of challenges faced by the protection network in the application of standards and integrated service flows and focuses on the limitations imposed by the very premises that underpin the Policy for Supporting the Rights of Children and Adolescents.
