Resumo

The chapter addresses the transition phase of the Brazilian economy towards consolidated macroeconomic stability, highlighting the replacement of elements of the old order with new ones, such as the stability of inflation rates, floating exchange rates, fiscal balance and institutional development. Fiscal adjustment is seen as crucial in this period of creating conditions for sustained growth, evidenced by the public sector's primary surpluses and the possible reduction in the relationship between public debt and GDP. However, criticisms are raised regarding the quality of the recent fiscal adjustment, highlighting the continuous increase in the Union's non-financial expenses and the increase in budget rigidity. The growing tax burden, supported mainly by social contributions, is considered harmful to the efficiency and competitiveness of national industry. The chapter points to the need for fiscal flexibility, especially in relation to social spending, seeking criteria that consider aspects of social policy, stabilization and economic growth. The discussion highlights the importance of evaluating the efficiency and effectiveness of public spending in the Brazilian context.
