Resumo

Regionalism became a global phenomenon after the Cold War due to a large increase in regional agreements throughout the international system. In this context, China became a proponent o multilateral cooperation with its neighbors. However, at the beginning of the 21st century, China focused on regions far from its territory. The purpose of this article is to explore why China creates these forums with geographically distant regions. What institutional design and characteristics do they have? What effects do they generate? The main arguments raised by the regionalism literature and those who observe the international projection of China will be analyzed. Through an analysis of the China-CELAC Forum (Latin America and the Caribbean) and the China-CEEC Forum (Eastern and Central Europe), possible explanations will be proposed to understand the genesis, design and effects of these intergovernmental institutions created by China at the beginning of the 21st century.
