Resumo
Describing a scenario of Latin America emerging social crisis since the seventies worsened by economic structural adjustment in the eighties and nineties, the article demonstrates the emergence of social movements reacting against the standard of living steadly erosion, mainly in urban areas. It also summarizes the social sciences analists recent concerns about social movements in the region. Focusing specially on motivations, organization and dilemmas social movements have to solve in order to spread their impact on the region. In its last part, many current dilemmas are described as consequences of social movements and State decentralization process. These dilemmas head for aspects of organizational revision of social movements.
