Laboratórios farmacêuticos oficiais do Brasilmodelos jurídico-institucionais cotejados à produção de medicamentos para o SUS

Resumo

Based on an analysis of Brazil's main official pharmaceutical laboratories (LFOs), this study seeks to contribute to promoting greater clarity and transparency regarding their legal and institutional models by investigating how these models support the public production of medicines within the SUS (Unified Health System). This is because, as we intend to demonstrate, these institutions play a strategic role in consolidating public health policies and promoting national health sovereignty. To this end, we will initially present a review of the health policy established in the 1988 Constitution of the Federative Republic of Brazil, the Unified Health System (SUS), contextualizing the historical dynamics of the development of official laboratories over time, as well as the main related policies. A brief retrospective on management reform will also be addressed, in addition to the contractualization model in health, to qualify the reflection proposed here. Once this is done, to further investigate the matter and obtain specific and recent information, documentary and secondary data research will be conducted to identify the 29 currently existing LFOs, some of their key information, and their legal and institutional models. Subsequently, a specific analysis of the main LFOs will be proposed. Finally, concluding remarks will be made, demonstrating that LFOs continue to be fundamental pillars of the national pharmaceutical care policy, supporting the supply of the Unified Health System (SUS) and contributing to scientific and technological development in health. However, structural challenges related to productive modernization, financial sustainability, and the consolidation of hybrid management models that ensure efficiency without weakening public oversight appear to persist. In this sense, the integration of research, innovation, and production, as exemplified by the experiences of the Butantan Foundation and Fiotec, signals promising paths for building innovative and collaborative public governance capable of ensuring technological autonomy, industrial quality, and universal access to medicines and immunobiologicals in Brazil.
