Resumo

Purpose: This dissertation analyzes, through a systematic literature review, how jurimetrics has been characterized in recent scientific production as a tool for strategic decision-making support and risk management in public legal advocacy, with particular attention to the institutional experience of PGFN (Office of the Attorney General of the National Treasury). Methodology: The research is qualitative, conducted through a Systematic Literature Review (SLR) guided by the PRISMA 2020 protocol. The search was carried out across multiple scientific databases, covering the period from 2015 to 2025. The selected texts underwent rigorous screening, followed by categorical analysis organized around three analytical pillars: the Technological Pillar, the Management Pillar, and the Strategic Pillar. Findings: The results converge in establishing the conditions under which jurimetrics is applicable as a governance asset, its effectiveness depending on an institutional triad: robust infrastructure, human oversight of algorithmic models, and a cultural shift toward a resultsoriented logic. Research limitations: The refinement of the search string considerably narrowed the set of reviewed texts, which was necessary to eliminate the high data noise identified during the exploratory phase. Practical implications: The study is applicable to enhancing the management of judicial representation through the structuring of tax litigation data, the parameterization of legal and operational risks, and the grounding of PGFN's judicial strategy. Social implications: The study provides an empirical and theoretical basis for rationalizing tax litigation in Brazil, with direct effects on improving public legal advocacy and reducing litigation costs. Originality/value: The dissertation is original in its systematic mapping — carried out using the PRISMA 2020 protocol — of the interface among jurimetrics, risk management, and strategic decision-making in the specific context of Brazilian federal public legal advocacy, through the formulation of an analytical framework that articulates technology, management, and strategy.
