Resumo

Purpose: The study analyzes how the coexistence of different professional relationships (military personnel, civil servants, outsourced employees, and employees of a civil society organization) influences the dynamics of collaboration and conflict and affects the organizational performance of CISCEA. Methodology: The research adopted a qualitative, exploratory, and descriptive approach, structured as a single case study. Data collection included 21 semi-structured interviews, indirect observations, and document analysis. Data analysis followed Bardin's content analysis steps, with the support of Atlas.ti software. Findings: The findings show that the multiplicity of links simultaneously produces potential for complementarity and symbolic tensions. Collaboration manifests itself mainly in operational and short-term activities, while conflicts arise from communication barriers, asymmetries in recognition, and disputes over institutional legitimacy. The evidence indicates that integration depends less on formal hierarchy and more on the construction of mutual recognition, dialogue, and a shared sense of purpose. Research Limitations: The single case study restricts the generalization of results. Furthermore, as this is qualitative research based on perceptions, the findings should be interpreted with caution when transferred to other institutional contexts. Practical implications: The study proposes management strategies that encourage horizontal communication, interprofessional training programs, and symbolic recognition policies capable of strengthening collaboration and mitigating conflicts in multiprofessional public organizations. These recommendations provide actionable insights for managers seeking to enhance integration and inclusivity in public sector institutions. Social implications: The results support the improvement of public management and the strengthening of integration between civilians and the military, promoting institutional cohesion and legitimacy in hybrid governance arrangements. The study provides evidence to support policies aimed at building more collaborative and equitable environments. Originality: The research examines a context that has been little explored in the national literature: a military organization marked by multiple professional ties. By integrating concepts of organizational culture, co-governance, and interprofessional collaboration, it broadens the debate on institutional diversity and performance in hybrid military organizations.
