Resumo

The aim of this study is to evaluate accessibility, focusing on the Brazilian government action “Programa Incluir”, a Ministry of Education public policy for social inclusion and prevention of higher education avoidance by people with disabilities. For the achievement of this goal, a historical retrospective was made for disability in Brazil and around the world, addressing the legislation that supports people with disabilities for a better assessment of the historical and political construction process behind the social inclusion of people with disabilities. It was made, moreover, a panoramic analysis of the program as a public policy during 2005-2010, aiming to understand how it has contributed to the accessibility improvement at the institutions of higher education in Brazil. Finally, a case study of the University “Universidade Federal Fluminense (UFF)” was conducted, since this institution gained financial supply of “Programa Incluir” throughout the years of 2007, 2008 and 2010. Data was collected from UFF by means of an online survey and by means of the interview made with three activists in the struggle for making the public university a more accessible place for people with disabilities. This study has contributed to the debate about the pedagogical and cultural (re)thinking of the reshaping of inclusivity public policies in higher education, ideally intended to present a high standard and to be accessible for all.
