Implementando uma nova cidadaniaa proteção social dos povos indígenas em Rondônia

Resumo

The work discusses the relationships that are established between different conceptions of citizenship and the processes of implementation of public policies, going through the dimensions of conflict and ambiguity in their surroundings. It presents, therefore, the contemporary debate around the conceptions of citizenship, which has been moving away from the institution of National States, anchoring itself in a relationship of interdependence between rights and participation and, in this sense, offering new perspectives for the understanding of notions such as equality, identity and solidarity. We observe the case of the implementation of social protection policies for indigenous peoples in the state of Rondônia, in the northern region of Brazil, in the Amazon context, focusing on the actions of the Unified Social Assistance System (SUAS) and the National Foundation of Indigenous Peoples (FUNAI). It is understood that indigenous citizenship in Brazil reflects much of the new conceptions of citizenship, as well as the perspectives of post-1988 social assistance in the country. In general, no structured and strategic initiative is found for the consolidation of a social protection network for indigenous peoples in the state, who are both excluded from SUAS services and subject to a tutelary work by Funai. We argue that contemporary conceptions of citizenship, to some extent, presuppose high levels of ambiguity in public policies and that, in this sense, analytical models of public policy implementation in contexts of new citizenship must be attentive, essentially, to the conflicts established and the dynamics foreseen for their resolution.
