Implementação de inovações e modelos de negócios em instituições científicas, tecnológicas e de inovação na base industrial de defesa brasileirao caso do Centro Tecnológico do Exército (CTEx)

Resumo

Purpose – Analyze what Scientific, Technological, and Innovation Institutions within the Brazilian Defense Industrial Base, particularly those of the Brazilian Army, are doing to promote innovation and the implementation of innovative business models. Design/methodology/ – It is a qualitative research of an exploratory-descriptive nature, based on bibliographic and documentary references, as well as in-depth interviews using a semistructured script with individuals selected due to their relevance to the understanding of the study object. The data were analyzed using thematic content analysis techniques. Findings – A significant transformation was identified in the Brazilian Army, encompassing structural, management, procedural, and process innovations, and especially in the execution of its projects, many of which support the Brazilian Defense Industrial Base. Additionally, a business model framework was proposed for use in a Research and Development Scientific, Technological, and Innovation Institution within the Brazilian Defense Industrial Base. Research limitations / implications – This study was conducted within the scope of a highly hierarchical institution, which caused some difficulty in conducting interviews with former leaders, even though they are now in paid reserve. Another limitation is the potential for bias in the study, as the author is a member of the institution being studied. Efforts were made to minimize this bias through the triangulation of data found in the documentation and interviews. Pratical implications – The proposed framework can serve as a model for other organizations within the Army's Department of Science and Technology. Social implications – This work allows for a greater understanding of the relevance of Scientific, Technological, and Innovation Institutions within the Brazilian Defense Industrial Base in promoting innovation and generating employment in the country, demonstrating that its role extends beyond security. Originality – The originality of this work lies in presenting an innovative business model for a Scientific, Technological, and Innovation Institution that contributes to the promotion and development of the Brazilian Defense Industrial Base, which can be replicated in other sectors.
