Resumo
This exploratory qualitative study addresses the guidelines for the formulation of an impact evaluation model for the Brazilian Agency for Research and Industrial Innovation (Embrapii). The study aims to identify and systematize structuring methodological guidelines to support the future development of this multidimensional evaluation model. The research employs a data triangulation approach through documentary analysis of the agency’s institutional reports, comparative analysis of national and international experiences (benchmarks), and semi-structured interviews with key actors from the innovation ecosystem, applying qualitative content analysis to process and interpret the collected information. The findings reveal that the organization demonstrates operational maturity, however, they also highlight a methodological gap in measuring its systemic and long-term effects. The study demonstrates that the current monitoring approach is primarily focused on operational efficiency and the fulfillment of contractual targets, lacking mechanisms capable of capturing behavioral additionality, the development of technological capabilities, and the formation of collaborative networks, aspects that vary substantially according to the size of the supported company and the profile of the Scientific and Technological Institution involved. The conclusion relates these findings to the research objective, confirming the premise that assessing the outcomes of innovation intermediary institutions requires approaches that go beyond conventional operational metrics. Finally, the study recommends the progressive adoption of an evaluation architecture composed of four interconnected layers: the formulation of a theory of change, the structuring of multidimensional indicators (covering business, institutional, territorial, and systemic perspectives), the establishment of longitudinal data collection, and the implementation of a flexible mixed-method analytical module.
