Resumo

This study aims to assess the impacts of implementing a zero-fare policy in bus public transportation on economic well-being and quality of life in São Caetano do Sul, SP, with a particular focus on the consequences for public health stemming from a decrease in active transportation. The article begins with a contextualization of the decline in demand for public bus transportation, exacerbated by the COVID-19 pandemic, and the subsequent adoption of zerofare policies by various municipalities to counteract the user decline and rising operational costs. However, it highlights the dilemma of such policies, which, while increasing access to public transport, may discourage active transportation. The case of São Caetano do Sul serves as an example, where the adoption of zero fare resulted in an almost extinction of active transportation, leading to a decrease in life expectancy and an increase in medical costs, without economically compensating for the losses related to health and the environment. Therefore, the study concludes there is a need to balance the zero-fare policy with policies that promote active transportation, aiming for urban mobility that promotes both accessibility and health and social interaction, thereby improving the quality of life in the city.
