Avaliação do projeto “remédio em casa”entre a cidade do Rio de Janeiro e os Correios

Resumo

Purpose – This report aims to analyze the effects of the “Remédio em Casa” (Medicine at Home) initiative on public health management and the impacts resulting from its discontinuation. Implemented between 2002 and 2008, the project aimed to optimize the distribution of medications for continuous use, ensuring greater accessibility for patients with reduced mobility or residents in areas of difficult access in the municipality of Rio de Janeiro through a partnership with the postal service. The context of the city during this period was marked by significant challenges in public health, with logistical and resource limitations that compromised the efficiency of drug distribution services. The report investigates the discontinuity of the project, assessing its causes, such as the lack of integration between public and private agencies, and its consequences, such as increased difficulty in accessing drugs and a lack of new public health initiatives, for example. Design/methodology – The analysis uses a predominantly qualitative methodology, with literature review and case study. Findings – The report proposes solutions, such as resuming the project with adjustments to management and greater interinstitutional integration. Research limitations – This study has some limitations, such as the scarcity of updated data on the direct impact of the project on the health of beneficiaries, the absence of interviews with municipal managers, and difficulty accessing internal documents from the City Hall and the Correios (Brazilian Post). Practical implications – The study contributes to the fields of Public Health, Public Administration, and Public Policy, highlighting logistical innovations and the complexity of managing health programs in urban contexts. Social implications – The analysis underscores the potential of intergovernmental partnerships in addressing public health inequalities and ensuring access to essential medicines. Originality – The project is an innovative approach to integrating postal services into medication delivery, a practice not commonly used in public health policies. This innovation not only improved logistical efficiency but also paved the way for new forms of collaboration between the public and private sectors.
