Resumo

Purpose – The purpose of this work is to analyze how the outsourcing of the supply chain of non-finalistic goods could impact the Brazilian Air Force management. Design/Methodology - Initially, a documentary research and a semi structured interview with a manager directly involved in the administrative restructuring of the Brazilian Air Force was carried out. Subsequently, questionnaires were sent to procurement managers and warehouse managers. Finally, the interview and questionnaire findings were triangulated with the theoretical framework and documentary research. Findings – There were gains in standardization of processes, economies of scale and electronic processing of documents, as a result of the administrative restructuring. However, it is still necessary to provide managers with more information technology tools to assist in the planning and management of supplies. It was demonstrated that the outsourcing of the supply chain for non-finalistic goods, in addition to being in line with the institutional guidelines drawn up for support activities, can lead to advantages in the management of processes, human resources and material means. Research limitations - The main limitation of the research was the impossibility of extending the application of questionnaires to all the administrative agents involved in the management of the warehouses. Future research may go deeper into the sector's routines, including adopting on-the-spot checks. Practical implications - Opportunities for improvement in Brazilian Air Force process, human and material resources management were identified. Social implications - The proposition of new management practices for the better use of available human and material resources provides greater investments in the institutional mission of the Air Force, from which the whole of society benefits. Originality - To our knowledge, this is the first study that analyzes the implications of outsourcing the supply chain for non-finalistic goods in the Brazilian Air Force.
