Resumo

With globalization, national enterprises expand their international businesses through complex and high-risk investment. A central issue in this context is the role of the State and what kinds of support governments should provide to the firms. This study aims at: i) understanding and explaining the motivations for and the determinants of the internationalization of firms; ii) identifying policies and institutions that usually contribute to this process; and iii) verifying how the internationalized State has evolved with globalization. The article analyzes the case of Germany, a country whose international insertion focuses on regionalization, international cooperation as an instrument to facilitate outward foreign direct investment (FDI), and competition for strategic assets as a means of potentializing the development of technologically advanced industries.
